Is it possible by any chance that we can load transaction data without loading the master data - Char attrbutes , texts ?

Yes it is possible to load transaction data before master data.
If you are using DTP you must choose the radio button "further processing without master data" on the Update tab.
If you are using an infopackage you set the radio button "Always update data, even if no master data exists for the data" on the Update tab for the infopackage.
If you do not have these settings, you will get an error like
No SID found for value '...' of characteristic ...

Yes it can be loaded successfully.
The master data objects will not act as master data in this case, those will act as noram CHAR data filed with no attributes/texts.
It is better to load master data before transaction data.

Transaction data will get loaded successfully but will display # for Characteristic values in the report because masterdata is not available. So there is no point in doing such load.
