Hi All,
What is the difference between web page localization and project localization in terms of their implementation and process flow?Also, what is the difference between their intended usages?
Thanks a lot Jermy and Michael. My question is almost answered.Just two doubts left,
1. which of the above two approaches uses which language settings i.e. out of SAP MII user Logon language and WEB BROWSER language setting.I am very confused at this part.
2. do settings made for web page localization get transported(from development server to further stage servers) as a part of whole thing easily??If not then what is the solution?

1. MII evaluates the language in the following order (also see [Project localization|http://help.sap.com/saphelp_mii121/helpdata/en/43/e80b59ad40719ae10000000a1553f6/frameset.htm]):
- User language entered in the UME for the user
- System language entered in the System Adminitration
- English
If MII cannot find a value for the given key in the evaluated language, the original key is displayed.
2. The Web Page Localization (in the Visualization Area) can be exported to a ZIP file (xmiibackup.zip) and imported in the target system. The Project Localization is part of a project. You can also export / import a project via ZIP, but from 12.1 on you may also use the NWDI to transport Objects. This includes the Localization bundle.

the [Web Page Localization|http://help.sap.com/saphelp_mii121/helpdata/en/43/e80b59ad40719ae10000000a1553f6/frameset.htm] is entered in the SAP MII Admin screen (Visualization Services) at a central point of MII. You can use the keys defined there in all your project irpt pages. To transfer these keys, you usually use the Configuration export. If you have a lot of projects that share localization values, this might be the right place to maintain them.
The [Project Localization|http://help.sap.com/saphelp_mii121/helpdata/en/43/e80b59ad40719ae10000000a1553f6/frameset.htm] is defined in the Meta-If tab in the MII workbench and belongs to a project. So you can bundle all your localization keys easily with your project.

In addition to Michael's comments, the web page / main menu approach is the original way to localize irpt content, and the project based resource bundles were first introduced in 12.1.
The 12.1 project based keys should also override a standard one using the same name, which also can come in handy for providing an overlay.
The {##KEYNAME} format is common.
