Our environment got upgraded to BI 4.2 and all our crystal reports got converted to crystal reports 2016.
We have crystal reports based on oracle and i am getting below error when i try to refresh it.
The report is working fine in old environment as crystal reports 2016
The viewer could not process an event. Error in File XXXXXXX: Encapsulating page failed. [] ---- Error code:0 [CRWEB00000119]
Is this something to do with oracle client or crystal reports?

This error is specifically from the Crystal Cache Server, which is where pages are rendered before they can be viewed. Make sure that the Crystal Cache Server is running and you may need to restart it. There may be some confusion because, in general, in the BI Platform, servers for "classic" Crystal are labelled with "Crystal2016" and servers for Crystal for Enterprise use just "Crystal". However, the Crystal Cache Server is required for both.

The specified error message is from BI Server, but not from Crystal Reports 2016 designer.
Try to refresh the report in CR 2016 on client.
If report works on old environment then it could be Connectivity issues like:
1. 32 bit Oracle client is not installed on BI Server
2. required TNS name is not configured in 32 bit location
3. If it is ODBC connection to Oracle then 32 bit ODBC DSN needs to be configured as well
