dpmon - WP wait at dispatcher though the assigned WP limit is not reached

Dear all,

I recently wrote a script to collect both WorkProcesses used count (dpmon ... p) and queueing count at the dispatcher (dpmon) in order to do some analysis on the WP usage.

There I discover a rare phenomenon that my shallow knowledge can't explain and hope to get some advise from the experts here.

That is this server gets shutdown at 4:00am and restarted at 5.45am. On the 4th Aug, the WAIT count (dispatcher wait count) recorded 1 for Dialog WP from 0:30 to the server shutdown time,

However, checking the WorkProcesses used count data collected during that period, the usage was only 1 (or max 2) where the Dialog Wp Count is set as 30 in parameter file.

Can anyone kindly explain to me how this DPMON works and why am I getting this 1 in dispatcher waiting while there is still plenty to be used.

There are stilla lot of WAITing Dialog WP, yet the dispatcher queue is recording 1 waiting Dia/WP for more than 1 hour, why?
