LOV limit not working - CR2008 on Win7

I have a stand alone installation of CR2008 on a WIn 7 64 bit machine.

For dynamic parameters I am seeing a maximum of 200 items in the parameter list (so not even the default 1000).

I am fully aware of the Registry setting that is posted as a solution to this problem in other cases, but it is having no effect on my operation.

Googling, I have found one recent question which reports the same problem but no solution.

This is the reg file I have used...
