You are not permitted to access Journal Entry

I have a user that has a professional license and has full authorization to Journal Entry under Financials. The user is still getting the error message "You are not permitted to access Journal Entry". We run SAP Business One version 9.3 PL 08.

Does the user has full rights to the Document Numbering series (at least the default numbering series of JE)?

Also, in order to double confirm that any user authorizations are not affecting this error, try to give full authorization of this user for all modules and check.
