COPA document is not getting generated

Hi Experts ,

If i settle any cost on cost cente via allocation structure and PA transfer structure , COPA document is not getting generated.

I am able to see that cost in KSB1 but COPA Document is not getting generated.

Is this the correct behaviour of the system ?
