FX Restatement only translating previous values submitted

When I submit data only the previous values are being translated to USD. For example, when I submit 100 in LC, it does not translate to 100 USD. Next, when I submit 200 in LC, the 100 in LC is translated to USD and 200 is in LC. This happens when submitting data on a template. But when I run the FX Restatement using DM, the current values translate properly ie the 200 LC translates to 200 USD. It seems like there is a delay translating to USD when submitting through a template. Is there a way to correct this?
