TO Created even if stock on hand is zero

Dear experts,

I have a situation where my Onhand stock balance is zero for a maertail X.

I created a sales order and then a delivery

I can see that TO was also created.

How is this possible? How can I ensure that TO was not created if my stock on hand is zero?
