PDC date Problem

Dear gurus:

I have go live from 01.03.2010.

So time evaluation will run from 01.03.2010..

leave balance for mnth of jan and feb is uploaded in system through 2013 as of 01.03.2010..

Also quota validity is start of calendar year.. till end of calendar year.

For first time time evaluation is run quota will be maintained as validity date as start of calendar year till end of calendar year...

Problem is if by mistake some one enters absence data for jan mnth it will reset pdc date to jan date and next time time evaluation will run from jan which will result in incorrect data..

Please suggets how to restrict pDC date to earliest 01.03.2010..

If we put 01.03.2010 in earliest recalculation date it give error while generating quota as quota validity is start of calendar year till end of calendar year..

Please suggest
