User Profile Activation at Billing Level

Dear All,

I want the Approval system of user Profile to be activated at billing level ,For an instance the User Shall not be able to put any condition type in Vf01 or Vf02 unless it is approved by the manager.So what are the settings for it related to user profile. Any standard is availble in BS02 .Please reply.
