Materails are consumed for production from 914 storage type instead of 001 storage type

Dear Scn's,

There is an issue we are facing while consuming goods for production using 261 mvt type i.e., materials are consumed from storage type 914 even there is no stock. In 914 storage type materials are consumed and it is showing negative stock in 914 storage type, we need to manually move the stock again from 001 to 914 to clear negative stock. But in same material documents for same material and batch the stock is consumed from 001 also.

Please let me know what is the issue and how it can be rectified.
