How To Get User ID (P#)

Our university partner has signed to be a member of the SAP University Alliance Program and had signed with QUT for the server hosting.

Who will give them the User ID (P#) they need to be a member of the Reserve Desk?

Does the university need to submit a list of faculty teachers that must access the University Alliance community?
