OK, I understand now. It depends what you are after. There are no tools that I would recommend that allow the mass changing of authorisation data.

There are techniques which you can employ - have a search on the forum for topics like "mass changes".

Mass changes to users (and role mapping) is easy with eCATTs or LSMW's - they can also be used for some role changes, but not many.

you can ask your ABAP developer to design a new code from where you can upload your file and do mass changes in roles.

Hi Bulk/Blanket authorization changes as blanket is possible by SAP GRC 5.3

if you are using that tool.

If you are using CUA, mass role addition/deletion is possible

ECATT and LSMW will work upto tcode level only. You can't change auth data.
