SAP WEB IDE deploy app not working.It's only showing local change requests

Hi experts,

first way:

I creating request on SAP WEB IDE(deploy menu). It's working but I checking request target system is always blank.

second way :

I creating request on SAP GUI(SE01). Request's target system not initial but this request not showing deploy menu.Request not coming.

Only local change request showing on SAP WEB IDE. Please help me..

Did you select a package? Before selecting the request

It's not new application. This app already deployed the gateway system long time ago.

did you create workbench request? did you add yourself to the request?
