Can we make PR & PO if WBS is in CRTD status

Hi all,

If the WBS element is in REL status then only we can create PR & PO (Comittment Items). My question is if the WBS Element is in CRTD status can we create PR & PO , is there any configuration behind this.

Please do the needful.
