Error 866 License needed for 866 Rate Input

Hi Experts,

I have created the templates for use for multi-currencies in SAP however only 1 person is able to access those templates and use them to create quotes and invoice. What do you need to be able to use multi-currencies in SAP? Do I need to have Pro Licenses for the people that will be working with different currencies?
