Configuring Payroll Area config, without implementing SAP Payroll



I need to create dummy payroll areas, that I can do in the 'Payroll > Payroll: USA > Basic Settings > Payroll Organization > Assign new payroll accounting areas to Period Modifier > Check payroll Areas'.

There is no payroll implementation within SAP. No update will happen to SAP as far as payroll data generated by the third party is concerned. Only master data from SAP will be pushed to third paty for pay data generation and no vice versa and there will be no updates back into the SAP.

in above case am I required to generate pay periods / period modifiers? If so, please let me now what are the configuration required in this case and how to configure these all?
