Frame work PR issue

Dear All,

We have configured ML91 and ML98, then we have created a PR using document type FO - Frame work request. then when we are trying to change the document in ME52N we are getting error as

Customizing incorrectly maintained

Message no. SE729

due to which we are not able to convert this PR to PO automatically.

Same scenario is working fine in our development server but in the production server we are facing this error.
