Multiple Transfers after Picking in SAP WM

Hello SAP Experts,

I have a business scenario and I need some help to map to SAP WM. I would be glad if you could help me out.

We are planning to implement an SAP WM system which is currently running on ASI legacy system.

The picking process currently is as follows:

1. Delivery is picked in pallets (partial or full pallets). A pick and pack strategy is followed wherein a pallet is used and materials are picked as per their size and directly placed in the pallet. After the pick a pallet contents label is printed with the pallet number.

2. The picked pallets are then placed in an assembly area (this area has numbered lanes) where they are packed and corner protective strips are applied on the pallet and then shrink wrapped.

3. The contents label is scanned and the system guides the pallet to a staging area. This staging area also has bins where they wait until the trucks arrive.

4. Once the trucks arrive the pallets are loaded in to the trucks to ship to and PGI.

How do I translate this process in SAP. Standard SAP picking will only place the goods from the racks to the interim GI area and that too the area is not bin supported. How do i make sure that 2 TOs are created for this process? TO1: Rack to Assembly Bin (Goods are already picked and packed at this stage) and TO2: Assembly Bin to Staging Area Bin?
