Unchangeable wd program

although I created a program 2 days ago and changed it today - user and time are created/last changed attributes I can see in se38 - I cannot change it directly in se38. Instead, I am asked for an access key.

Example: the include /1BCWDY/S_8FR5XBNVY3S16ICUZ1ZL to show the kind of thing I mean.

In fact, this is part of a class/interface when I look at it in se80. (I have to ask for it as a program though in se80.)
