Post IR when GR not done

SPro --> MM --> LIV ---> Define system attritbutes

i tried inserting error message 081 to this configuration, however the I am still able to perform IR before GR.

Other than checking the GR-based IV, is there an alternative to prevent user from perform IR befoer GR is done,
