Can we develop maker & checker HR Master data without Success Factor..?

Hi..Experts,

I would like develop as per my users requirement Maker & Checker & no any facility in my system success factor. But as of now i am trying to develop through Authorization Matrix through i.e to providing to authorization one user Create/Modification & anther user display but it's only considering maker not releasing through the checker user ID.

Created Role as below.

1. ZHR_MASTERDATA_MAKER

2. ZHR_MASTERDATA_CHECKER

So please suggest me how solve i this problem.
