Getting Visual C++ Runtime Library error installing Crystal Reports 11

Trying to install Crystal Reports 11 on a computer and getting the message:

Microsoft Visual C++ Runtime Library

Assertion failed!

Abort, Retry or Ignore. No matter what I hit it just pops back up or goes away and when I try to install again same thing. I'm running as administrator as well as the files are saved on the desktop of the user.

    Hi,

    Check if the port 4520 is open and not blocked by firewall.

    The port must be open.
