Is any thing is possible on OS level.Because OS level is last option .
I have alreday open the connection for same issue . But SAP did not tell what they have done to solve the problem.

So what is the reply from SAP, you will have to take the support from SAP before executing any OS command to reset the patch, let him decide the option to reset the Patch

Subhash
Ok. There are certain command to reset the queue from OS level but until SAP does not say to execute you should not otherwise you will loose the support from SAP.
tp R3I SAPKB70012 <SID> pf=/usr/sap/trans/bin/<Your TP_DOMAIN_SID.PFL> -Dclientcascade=yes -Dstoponerror=8 - Drepeatonerror=8 -Dsourcesystems= tag=SPAM
Be careful and good luck.

Subhash
