how to set ccms alert - crm system

hello,

Can some one help me to guide the steps to set ccms alerts for the below 2 condition

1) Major part of dialog work processes is occupied -

2) Average over all dialog work processes "runtime" is higher than X seconds

Indeed, we must expect a problem if either both conditions are met
