Issue while upgrading HANA DB in multitenant and multihost environment

Hi Team,

We are getting below error while upgrading our HANA DEV DB from 1.00.122.02.1473345179 to 1.00.122.21.1540267292 :

host28r1n1: Running in batch mode
Upgrade failed
error upgrading
Updating remote hosts failed!
Updating host 'host28r1n3' failed!
Updating SAP HANA instance failed!
Running in batch mode
Cannot get user configuration
Cannot load user config '/hana/shared/DEM/global/hdb/install/support/cfg'
File '/hana/shared/DEM/global/hdb/install/support/cfg' not found
Updating host 'host28r1n1' failed!
Updating SAP HANA instance failed!
Running in batch mode
Local host name 'host28r1n1' is not specified
Mandatory parameter System Administrator User ID must be provided

We have the same cfg file on all 3 nodes and checked below SAP note as well

HANA Architecture : Multi tenant on multi host

We have 3 TB memory with 1 TB per node
