Can a PO be raised with zero or negative value? If yes how it happens, where r the settings done.

Yes for zero value PO, click on FREE button when creating PO in item overview of line item will let you create zero value PO or FREE PO.

Negative value is not possible and zeor value can be obtained by using free goods tick in the line item

Negative value is not possible in PO, but zero value is possible, tick the Free Item Check box at Line Item level then it will allow you to save the PO without Net Value.
