In our company, we have a rule that once a process order is released, a batch number is generated, and this batch number includes number from the process order.
when I go to COR1 to create process order, and i press on the release flag, a batch number is then generate before the process order is created, therefore the number of the batch is wrong because the process order still does not have a legit number.
is it possible to block user from releasing the order before the order is created?
or is it possible to make the batch number generation happens following the process order creation and not realease.

You must be using a batch numbering user exit to take over production order number as batch number. Therefore you could easily send an error message if the user exit is not picking valid production order number. Crude but efficient solution.

You should be able to apply a user status to orders which might allow you to do that.
Block business process "Release" until status BASC (batch assignment complete) is achieved.

You can maintain it with SPRO-Production Planning for Process Industries-Process Order-Master Data-Define Production Scheduling Profiles
under Batch management title
select Auto.batch creation at the time of order creation
