Email is not triggering in status 'Customer action' and 'Solution Provided'

Hi,

We are facing an issue, If 'Reported By' and 'Contact Person' is the same person email is not triggering at Customer action and Solution Provided status.

However, If I change Contact person it works perfectly.

Can you please help me what could be the issue
