Additional Personnel Number setup - SAP HCM Payroll

Hello Experts, Good Day

I would be grateful if you can explain me the approach to set up a requirement for one of my client:

Requirement - 'How to configure the steps to get new personnel number whenever there is a change in the company codes in the system.

Can this be achieved, if yes, please explain/guide me?

Terminate employee in Company A and Hire employee in Company B and there will be a new employee number generated.

Note that IT0031 could possibly be used to store the employee's other PERNRs, and there should then be only one Central Person associated to that employee (only one object type CP associated to that person in Org.Management).
