C4C Usages Statistics Report

In the standard "Usage Statistics" report there is a number for the "inactive users". Can someone please advise exactly what that number represents and how I can verify that number for example by checking the count in Admin->business users.

I am not sure what is the Data source for this but the report is standardly accessible by the following Workcentre->facet path : Analysis->Usage Statistics.
