Transporter contracting in SAP TM

Dear all,

We are evaluating SAP TM for one of our client's business scenario. I have a few queries :

1) Is it possible to do contracting for transporter. Our client signs a contract with all its transporters every quarter. This finalizes the quantitative and qualitative (not to be captured in SAP) conditions for the next quarter for any dispatches between two locations (Source and Destination). Please note this is not the tendering that SAP TM provides which is performed after receiving the order, but is a sort of a rate agreement signed periodically.

2) If yes, is it possible to create a rate table based on this contract? This way rate conditions would be auto created after contract is signed.

This functionality is not available using SAP ECC Transportation where TK11 needs to be maintained manually after contracting.
