Restrict pricing in Credit Memo Request created in reference to Billing document

I have a requirement to restrict the change of the Price determined from the reference as P2 <= P1. Here P1 is the Price(PR00) value from Billing Document and P2 is the Price(PR00) value in Credit memo request. If a Billing Document has a value of X then the User should not be allowed to create a Credit Memo request of value X+Y. A Credit Memo of X or X-Y is allowed.

Try using a custom condition base value formula that checks that (only for the credit request and credirt memos) and asign it to your Price condition type.
