0CSM_CASE_ATTR doesn't match RSA3

When I run an RSA3 in the source system for 0CSM_CASE_ATTR I get roughly 38K records.

When I run either a FULL or INIT in BI 7.0 for 0CSM_CASE_ATTR, I get only 13K records into the PSA.

I do not have any selection criteria in either. I'm a little baffled. Does anyone know how this might be possible?
