Distribute Contract to Catalog check box is Not visible

Hi Gurus

Upgraded from SRM 5.0 to .SRM 7.0 Classic scenario.

There is a Distibute to catalog check box in the Contract .I am not able to see the option in the Contracat creation.

Do I need to any basic config step to make this visible. To my understanding I thought this is delivered as part of std.
