Work protect window only for certain application

Under the same protal work protect setting, most of the application don't have the work protect popup after finishing editing. But some applications have the popup after the confirmation step. Why is that happening? Is it a java coding error?

I have checked the 'isdirty' related code, did not find anything different. Can anyone help?
