Generate 'IOT application' project without using WEB IDE

Is there any way, by which I can create 'IOT Application' or any other template app without using SAP Web IDE.

I have checked the XHR calls while creating new project, found that there is an api call which download project as zip.

The requirement is to create application without using web ide.
