restrict Delivery in SAP 8.8

Dear All,

I am working on SAP 8.8 PL 11. I have a scenario where I enter a sales order for X item. I want to restrict my user from creating a delivery based on the sales order for sales order quantity for Y item. The user should atleast deliver 1 quantity of the X item and rest can then be Y for system to allow saving of document.Please let me know how to map the same. If it can be done through transaction notification kindly let me know the code for the same.

This could be achieved through SP_TN. Have you searched the forum and tried your own yet?
