budgetary ledger without BCS

hi sap experts.

My question is with respect FM - BL component.

I have installed ECC 6.0 on my system with FM (not BCS)

with this configuration I can activate BL on my system?

in my courses only install in BCS, but now I have this requirement without BCS.

Budgetary ledger works only with BCS.
