Budget Address in funds management.

I wanted to know

1. what is budget address check in funds management. I tried with F1, but i was unable to know.

2. What is Templates for Budget Texts/Budget Memos. Why we are using this. Its telling its used for Cover groups in BCS cover eligibility and Revenues Increasing the Budget (RIB).

But i am using Cover groups in BCS cover eligibility and Revenues Increasing the Budget (RIB).

Please let me know the meaning of above two.
