Anyone can me tell which are the parameters ID and what is use of that.

paramters are used in selection screens.
An ABAPer can assign a parameter to a selection field.
Users can then maintain default values for certain parameters in SU3 for theirselfes.
This default is then automatically visible in selection screens.

in SU3 press F4 and you will get a list of some thousand parameters.
But this would be a wrong approach.
Better is to start with the transaction where a parameter would be benefitial.
E.g. MB51.
Put the cursor into a certain field in the slection screen and press F1. At the help screen press the icon for technical help.
The next screen will show you the parameter that is used for this field.
If SAP does not show a parameter, then the parameter is not used, even there would be one for the field in general. if a parameter is allowed is just based on what a programmer has developed.
Select options for ME5A are defined in program FM06BCS3, and here all selection fields are programmed without having the Parameter option.
ME51N does not even have a selection screen, hence parameter cannot work at all.
ME51N has the option of personal settings, however, the cost center is not among the fields that can have default values.
