BO CMS stopped and BO logging

Hi Guys,

We are on BO 4.2 SP system. I got an issue in logon BO system and saw message in CMC

"Account information not recognized: Could not reach CMS xxx:6400".

Then I went to server to check port 6400 by running "netstat". I found it is off.

I checked BO logging files but could not find anything. But in windows event log, I saw the CMS server and agent errors. I have no idea why such information is not included the BO logging files. How can I know the possible causes because windows event show no details?
