MII do not run properly

Hi experts

I have a strange problem on one MII installation running version 12.1, SP5 on MaxDB database. What happens is, that I can login the first time or two, but afterwards the Illuminator service is not responding anymore

In the netweaver log, I found an error concerning reading the following table, XMII_LicenseUsage, and while MII is running, this table is locked completely on this one server.

Second, I have looked into lockstatistics, and there seems to be more locks on this DB than on another normal system.

Any suggestions please?
