Does creation of fields via AET require a developer access key ?

For creating/adding fields through AET user must have Developer access key or it will fail, as while using AET system append table and generating code in background this all come under workbench request.

As the Name suggest AET , Application Enhancement Tool, you would definately need a Dev access key to create new Fields.

yes, you need development authorization. To make sure that you have all authorization that you need to use AET.
