GUI Transaction Code as fiori Tile - Recommendations

Hi Techies,

I have a requirement to develop a Fiori App for a finance report.

My recommendations are to Create a report program in on-premise system and create a GUI transaction code then register on Launchpad. And, to make my note is there any limitation to enable GUI transaction code as fiori tile? When can we prefer this as a solution?

Now the question is, is it recommended to do in this way? or create a fiori App? please note that I can't build CDS based OData service for this particular requirement.
