You can create a web service (QaaWs) using a universe and use the web service as a source e.g in Xcelsius. You won't be able to create a universe from a web service.
my problem is that I want use Data, provided by a webservice from an SAP system , in a BO Webinteligence invironment. By my understanding of Webintelligence ( I have no experient in BO Tools) I have to define a universe befor. That is my question. Is it possible to build such a universe
To report from SAP BI, you would need to have the integration between BI and BO set up, a bex query and then create the universe on top op the bex query to get the data out and use it in Webi.
