Scaling based on a user login

HI

I have a requirement where i have to dynamically change the scaling factor according to the user login.

for example if a user 1 logins he should get the scaling factor in 1000's and if a user 2 logins he should get a scaling factor in 100's

can someone please suggest a solution for this.
