Could you anyone please share me how to create partner function location (75) , which I need to create for shopping cart creation. Appreciate for valuable inputs with points.

you need not create a Partner function 75.
every plant has partner function 75 .
once you pull the plant from ecc and in SRM automatically BP created internal number.
when you create a sc , it make entry as partner function 75.
