I'm trying to develop a Category or even a measure to show Last Year data any account.
Something like this:
Time: Jan 2016
Current Year Last Year
Sales 10000 12000
The idea is that BPC "identifies" that for Jan 2016, under Last Year the value is 12000 (which is stored into Jan2015)

You can use Offset function in EPM report to get the data of the previous month.

If you're looking to get this result in a BO FC report, then simply having 2 columns, one with relative period set as
+0+00 for the DP/ PE dimensions & the other with -1+00 should retrieve the desired data.
